Is Weed Legal in Baku, Azerbaijan?
Cannabis remains illegal for recreational use in Baku and all over Azerbaijan, however cultivated illicitly in the southern parts of the country but to a modest extend. Possession, sale, distribution and unauthorized cultivation are prohibited in Azerbaijan. Tourists are not exempted from these local laws. Cannabis laws applies to foreigner and tourists as well with penalties. Furthermore, public cannabis consumption is strictly prohibited in Azerbaijan.

- 21 February 2026 — Khazar district: Police seized 10.896 kg of marijuana allegedly intended for distribution, resulting in the detention of three Baku residents and the initiation of a criminal case.
- 21 February 2026 — Sabail district: In a separate operation, police seized 8.1 kg of marijuana from two suspects who reportedly acquired the substances from an Iranian contact for sale.
- 25 December 2025 — Khatai district: Additionally, police recovered 17.33 kg of marijuana from a Land Rover. Further related operations led to the seizure of an additional 21 kg of marijuana and 2.809 kg of heroin.
