Explore Cannabis Culture in Dubai

Dubai’s cannabis culture is very different from cities where recreational cannabis is legal or openly tolerated. Cannabis and other recreational drugs are prohibited in the UAE, and Dubai maintains strict controls on possession, use, trafficking and importation. 

Cannabis and Dubai’s Lifestyle

Dubai is a highly international city with a large expatriate population, sophisticated nightlife and strong connections to global culture. As a result, cannabis is sometimes discussed within international music, fashion and online communities.

However, this cultural awareness should not be confused with legal acceptance. There is no legal recreational cannabis market, and visitors should not expect cannabis cafés, licensed recreational dispensaries or legal cannabis tourism.

UAE Cannabis Laws

The UAE government states that recreational drugs are banned and that the country’s narcotics legislation criminalizes activities including the production, import, export, transport, purchase, sale and possession of controlled narcotic and psychotropic substances outside regulated medical or scientific uses. 

Dubai Customs also lists narcotic drugs, including cannabis and hashish, among prohibited goods.

Dubai’s status as a major international aviation hub makes its cannabis regulations particularly important for travelers. Bringing cannabis into the UAE can create serious legal consequences, even if the substance was purchased legally in another country.

Dubai Customs actively monitors travelers and shipments for narcotics. In the first five months of 2026 alone, Dubai Customs reported 502 drug seizures involving more than 406 kilograms of narcotic and psychotropic substances. 

Travelers should therefore avoid bringing cannabis flower, hashish, THC products or other prohibited cannabis preparations into Dubai.

What About CBD and Hemp?

CBD and hemp products require particular caution. The UAE introduced a 2025 federal framework regulating certain industrial and medical uses of industrial hemp, but this does not amount to general legalization of recreational cannabis or THC products. The legislation places restrictions on hemp-derived products and specifically subjects cannabis containing more than 0.3% THC to the UAE’s narcotics legislation. 

Consequently, travelers should not assume that a CBD oil, edible, cosmetic or other hemp product that is legal in their home country can automatically be brought into Dubai.

Cannabis and Nightlife

Dubai has internationally recognized nightlife districts, restaurants and entertainment venues, but cannabis consumption is not part of the city’s legal nightlife culture.

Unlike some destinations where cannabis may be openly associated with clubs or music venues, Dubai’s nightlife operates under strict laws governing drugs and public conduct. Informal cannabis activity does not create a legal exception.

Medical Cannabis and Medicines

The UAE does permit certain controlled medicines for legitimate medical purposes under regulated conditions. The government provides procedures for obtaining authorization to import narcotic and controlled medicines for personal medical use. 

Anyone traveling with prescribed medication that may contain controlled substances should verify its status and obtain the appropriate authorization before traveling rather than assuming that a prescription from another country is sufficient.
