Weed laws in Madrid
Madrid follows Spain’s national cannabis laws. Cannabis is not fully legal, but there is an important distinction between private and public use.

Legal status
✅ Private consumption: Adults may consume cannabis in a private residence. Private consumption is generally decriminalized rather than fully legalized.
❌ Public consumption: Smoking or consuming cannabis in public places (streets, parks, plazas, public transport areas, etc.) is prohibited and can result in administrative fines and confiscation. Public possession is also prohibited.
❌ Commercial sale: Selling cannabis through retail shops or on the street is illegal. Trafficking and unauthorized distribution are criminal offences.
Cannabis social clubs
Madrid has private cannabis social clubs that operate under a members-only, non-profit model. These are not public dispensaries or coffee shops. Members collectively participate in the association, and clubs operate within a legal gray area based on private association rights. Rules and membership requirements vary by club.
Medical cannabis
Spain has a limited medical cannabis framework for specific conditions under medical supervision. Recreational cannabis remains unavailable through pharmacies or licensed retail dispensaries.

Administrative penalties may apply for:
Public possession of cannabis.
Public consumption.
Cultivating cannabis where it is visible from public spaces.
More serious offences, such as trafficking or large-scale cultivation intended for distribution, can lead to criminal prosecution.

CBD products that comply with Spanish and EU regulations are widely available in CBD stores.
Do not assume Spain has Dutch-style coffee shops or legal dispensaries.
