Possession of Cannabis for Recreational Use in France

Producing, importing, and selling THC-containing recreational cannabis is prohibited in France. On 13 January 2022, the French National Assembly denied a proposed bill connected to the legalization of the production, offer and use of cannabis above the French government’s authority.

Penalties for Possession

With the implementation of the fixed fine, consumption penalties have been modified. Anyone found in possession of cannabis since 2020 faces an instant 200 euro fine. In 2025, more than 150000 fines of this type were issued, demonstrating the public authorities’ desire to curb consumption.

Legalizing Medical Cannabis in France

Following a successful three-year experiment on the prescription and distribution of the substance, France has taken a significant step toward legalizing medical cannabis with an administrative filing that resumes the stopped process.
Experimentation on the therapeutic use of cannabis, in a restricted setting limited to individuals with serious conditions, began on March 26, 2021. Originally set to expire on December 31, 2024, it has been extended until March 31, 2026. This decision adopted by the Ministry of Health intends to maintain continuity of care for patients treated and currently on treatment.
